초록	일반적으로 예산결정 방식에는 경제적 접근방식과 정치적 접근방식이 있다. 경제적 접근방식에 대해서는 큰 이견은 없으나 정치적 접근방법에 대해서는 여전히 많은 이견이 존재하고 있다. 기존의 선행연구에서도 예산의 정치성이 존재한다는 것을 입증하고 있다. 그러므로 본 연구에서도 이와 같은 전제하에 정치적 가치와 색채를 달리하는 단체장의 교체가 수반된 서울시를 대상으로 예산의 정치적 성격을 연구하고자 한다. 본 연구의 결과, 거시적 차원하에서 단체장의 정치적 가치가 예산에 반영되고 있는 것을 분석하기는 어렵다. 예를 들어, 지역개발관련예산, 사회복지관련 예산, 문화관련 예산, 교육관련 예산 중에서 사회복지 분야에서만 그 관계가 뚜렷하게 나타나고 있다. 반면에 미시적 차원하에서는 그 상관관계가 보다 분명하게 나타나고 있다. 보수적 단체장시기하에 도시경쟁력 및 도시디자인관련 예산비중이 높고 진보적 단체장시기하에는 사회취약계층 및 급식관련 예산의 비중이 제고되고 있다. 다만, 본 연구는 예산결정에 있어 수많은 이해관계자가 참여하고 있는데 단체장만을 대상으로 분석하고 있는 한계를 가지고 있다.
