초록	본 글은 감사원의 감사청구제도 중 거버넌스 관점에서 외부통제방안으로 논의되는 국민감사와 공익감사를 중심으로 실태분석을 실시하여 국민참여감사의 발전적 방향을 제시하는데 목적을 두었다. 그간 감사원을 중심으로 한 국민참여감사 시스템의 한계로 상당히 많은 점들이 지적되어 왔다. 이러한 문제점으로 ‘국민감사청구의 낮은 인용률’, ‘감사청구제도의 기능상의 중복’, ‘감사청구 접근성의 어려움’, ‘감사청구결과에 대한 투명한 정보공개의 부족’, ‘조사과정에서의 감사청구인에 대한 배려 부족’, ‘정권별 감사처리 현황의 편차’, ‘홍보 부족 및 국민참여형 감사 관련 기초 자료 부족’ 등이 있는데 이 논문에서는 이들을 종합적으로 분석하고 실행 가능한 개선방안에 대해 논하였다. 특히 최근 세계 각국의 국가 감사시스템의 변화 방향이 감사인과 국민과의 소통을 강조하는 참여 감사 형태의 강조임을 감안한다면 이 논문은 우리나라 국가감사 패러다임의 변화 방향을 제시하였다는 점에서 의의가 크다고 할 것이다.
