초록	우리나라는 2014년 7월 1일부로 기초연금제도를 실시하였다. 이에 본 연구에서는 고령화 시대를 맞이하여 우리나라에서 실시되고 있는 기초연금제도에 대한 제도에 대한 논의를 바탕으로 측정지표를 적용하여 제도에 대한 진단을 함으로써, 우리나라에서 기초연금제도가 올바로 정착할 수 있도록 도움을 주고자 하였다. 즉, 본 연구의 목적은 우리나라 기초연금제도에 대하여 측정지표를 적용한 제도의 진단을 통하여 기초연금제도의 안정적인 정착에 도움을 주고자하는 것에 있다. 본 연구에서는 이를 위하여 현재 실시되고 있는 기초연금의 현행 제도에 대하여 전문가들에게 제도 진단을 위한 점검지표를 적용하여 설문조사를 실시하여 함의를 도출 하고자 하였다. 이에 본 연구에서는 우리나라에서 실시하고 있는 기초연금제도의 실효성에 관한 다음과 같은 함의를 이끌어 낼 수 있었다. 즉, 지표를 통하여 인식의 점검이 필요하며 제반 의사 결정 기준과 원칙들이 해당 제도 관련 법령 등에 명확하게 정의되어 제도가 실효성 있게 시행되고 있는지가 상시적으로 점검되고 있지 않다고 보는 것으로 나타났다. 또한 기초연금법이 노인세대에 비해 청·장년 세대가 상대적으로 손해라는데 여기에 문제가 있다고 생각하는 것으로 나타나 기초연금에 대한 신뢰성에 대한 정책적인 보완 및 담당자의 전문성 등이 필요한 것으로 나타났다. 또한 지표를 통한 점검은 향후 기초연금제도의 보완에 있어서 점검되어야 할사항으로 고려되어야 한다. 이에 본 연구가 우리나라의 기초연금제도에 대한 올바른 진단을 가능하게 하고 우리나라의 사회복지 제도의 올바른 방향모색과 지표를 통한 점검에 도움이 되었으면 한다.
