초록	여성 공무원의 양적 증가에도 불구하고 상위직급 중 여성 공무원 비중은 여전히 이에 미치지 못하고 있다. 승진에 있어서 여성에 대한 차별과 유리천장은 여성의 승진 동기를 저하시키고, 이러한 승진 동기의 저하는 여성이 리더십 역할에 열등하고 소극적이라는 선입관을 증대시켜 여성차별을 강화하는 악순환을 생산할 수 있다. 본 연구는 남성보다 낮은 여성 공무원의 승진 동기를 높이기 위해 남녀 간 동일한 대우를 강조하는 형식적 평등성과 여성이 가진 지식·기술·능력을 활용하는 공정한 조직운영방식을 구분하고, 어떤 방식이 더 유의미한지 분석하였다. 서울대학교 한국정책지식센터의 중앙공무원 인식조사를 표본으로 하여 분석한 결과, 여성공무원이 가진 지식과 기술을 효율적으로 활용하는 공정한 조직운영방식이 여성의 승진 동기를 높이는데 유의미한 영향을 주고 있음을 알 수 있었다. 특히, 20대와 30대 여성 공무원에게서 이러한 경향이 유의미하게 나타나고 있다. 오히려 단순한 성별을 기준으로 한 평등대우는 오히려 남성공무원들의 승진 동기를 유의미하게 감소시키고 있다. 따라서 단순한 성별을 기준으로 한 동등한 대우를 넘어서 여성공무원의 지식과 기술을 활용하며 여성의 능력개발과 연계된 공정성을 강조한 인사정책으로 패러다임 변화가 필요하다.
