초록	본 연구는 거버넌스 관점에 기초하여 지방정부의 역량과 지역의 문화예술공공서비스를 위한 지방정부와 비영리조직 간 협력적 계약관계와의 인과관계를 살펴보았다. 구체적으로 지방정부역량을 재정역량, 인적역량, 시민사회역량과 관계역량이 비영리조직에 있어서 지방정부와의 협력적 계약관계에 영향을 미치는지 살펴보았다. 본 연구는 18개 광역시도 지방정부의 역량지표들과 전국 문화원 226개 조직들의 지방정부와의 협력적 계약관계 지표를 수집하였다. 구조방정식 분석결과, 지방정부역량 내에서 관계역량은 시민사회역량에 영향을 미치고 재정·인적역량을 매개로 지방문화원의 공공서비스를 위한 협력적 계약관계에 각각 영향을 미쳤다. 종합분석결과 지방정부와 비영리조직간 협력적 계약관계에 영향을 미치기 위해서는 지방재정역량의 강화가 우선적으로 필요하다. 그리고 관계역량 강화를 위해서는 제도설계에 있어서 사회적 형평성과 개별적인 공평성을 적절하게 고려해서 설계해야 한다.
